I believe the initial offer to develop the port was submitted to India, by the Sri-Lankan authorities, but may be due to lack of fore sight , or due to the Sri -Lankan ethnic conflict angle or due to short sighted political views and pressure from a few or other factors, our govt turned down that golden opportunity.
